# Phase 10.8 — Master Baseline, Complete Legacy Inventory & DDB Patch Control Center Foundation

## Purpose

Phase 10.8 resets the project around three permanent controls:

1. Executive Leadership UI Standard v1.0 for all CEO/senior-management pages.
2. Central Windows Patch Control Center for repeatable apply/test/evidence/rollback operations.
3. Legacy Functional Parity before new feature expansion.

- Target after this foundation patch: `10.8.0`

This is intentionally strict: no function is marked `PARITY_PASS` merely because a similar page or query exists. Exact old-vs-new evidence is required.

All future DDB patches should launch from:

## Executive Leadership design control

All future executive pages must preserve the established leadership standard:

- 3–5 second comprehension.
- 16px minimum primary body text; Arabic typically 17px.
- Low information density.
- Stable layout and stable color semantics.
- Decision, exception, owner, due date, overdue state, and next step take visual priority.
- Technical/developer information stays out of executive pages.
