# Phase 10.6.5.1.1 - PowerShell 5.1 Compatibility Hotfix

This hotfix replaces the E21 QA runner with an ASCII-only PowerShell script so Windows PowerShell 5.1 does not misinterpret UTF-8 punctuation as a quote character.

It also improves PASS/FAIL detection by splitting the QA response into lines and counting `[PASS]` and `[FAIL]` gates explicitly.

No PHP, Oracle, audit, repository, dashboard, or workflow logic is changed.
