# Phase 10.6.4.2 — Layout Stability & Whitespace Hotfix

## Scope
Presentation-only hotfix. No Oracle schema, audit persistence, review save logic, transition rules, or repository behavior is changed.

## Fixes
1. Removes the Action Center desktop horizontal overflow caused by `width: calc(...)` plus padding.
2. Hides the compact sidebar's internal scrollbar while keeping the rail scrollable.
3. Reduces the content gap immediately after the compact sidebar.
4. Removes the old 78–84px sticky gap above Decision Context.
5. Keeps Decision Context sticky without a nested scrollbar and distributes signal cards through the available viewport.
6. Reflows Action Review so Cross-Day Oracle Audit History follows the main action content directly instead of waiting for the taller review form.
7. Cleans Latest Review Activity wording when the previous status is blank.
