# Phase 10.6.4.1 — Review Management UI Polish Hotfix

## Purpose
Polish the successful Phase 10.6.4 review-management interface without changing Oracle persistence, audit history, repository save behavior, or transition rules.

## Changes
- Rebuilt Leadership Review Progress as a compact executive panel.
- Added a true completion progress bar.
- Added six compact KPI cards for total, open, reviewed, deferred, pending attention, and audit history.
- Rebuilt Latest Review Activity as an accountable activity card.
- Reduced unnecessary vertical whitespace.
- Updated the action-center top header to Phase 10.6.4.
- Updated the action-center CSS cache-buster so browsers immediately load the new styles.

## Data safety
