Restores and proves exact selected-branch legacy contracts for current bed occupancy (`bcor`), unit efficiency (`get_units_effic`) and bed-level efficiency (`get_units_effic_b`). Includes dedicated executive page, year/range controls, deterministic unit selection, two browser-rendered charts, full prior-module regression, rollback and evidence.

No Oracle DDL or write operations.
