# Phase 10.13 — Doctors Legacy Parity

This phase gives Doctors a dedicated executive workspace and adds independent old-vs-new runtime parity for `get_doc_rev`, `total_op_visits`, and `total_admission` across the current and comparison years.

The page includes:

- Doctor revenue, OP visits, inpatient activity, and active doctors.
- Top doctor ranking by selectable metric.
- Specialty contribution.
- Revenue profile.
- Data-driven executive insight.
- Two browser-rendered charts with explicit rendered / empty / error states.

The central Patch Control Center keeps all completed-module regressions mandatory. No Oracle writes are introduced.
