Restore the legacy selected-branch laboratory and radiology functions in the executive dashboard with exact Oracle parity, executive readability, real browser rendering verification, and mandatory regression protection for all previously closed modules.

## Legacy boundary

`plts_s` and `prts_s` are implemented pending live gate. Multi-branch `plts` and `prts` remain PARTIAL until exact multi-branch parity is proven.
