functional migration, not to create a large framework.

- New Oracle objects
- SQL changes
- New business features
- Broad visual redesign
- Unnecessary abstraction

## Mandatory priority after this patch
Complete the legacy functional inventory and migrate missing or partial
legacy functions before adding expansion features or optional visual polish.
